(A) Structure placement. When more than one setback applies to a site, structures and facilities shall be located to meet all setbacks. Where structures exist on the adjoining lots on both sides of a proposed building site, structure setbacks may be altered without a variance to conform to the adjoining setbacks from the ordinary high water level, provided the proposed building site is not located in a shore impact zone or in a bluff impact zone.
(B) Setbacks. Structure and on-site sewage system setbacks from the ordinary high water level shall be as follows:

One water-oriented accessory structure designed in accordance with § 151.45(B) of this ordinance may be set back at a minimum distance of ten feet from the ordinary high water level.
(C) Additional setbacks. The following additional structure setbacks apply, regardless of the classification of waterbody:

(D) Bluff impact zones. Structures and accessory facilities, except stairways and landings, are prohibited within bluff impact zones.
(E) Building height. Building height shall be regulated in conformance with the applicable provisions of the city zoning code.
(F) Impervious cover. Impervious surface coverage of lots in the residential zones shall not exceed 30% of the lot area. Impervious surface coverage in the commercial and industrial zones shall not exceed 30% of the lot area. In such zones, areas covered by an approved stormwater management plan shall not have impervious surface coverage that exceeds 75% of the total lot area.
