(A) Required. Any person desiring a permit for carrying firearms shall make application therefor to the Chief of Police.
(B) Contents. Such application shall require:
(1) The name, residence, place of employment and description of the applicant as to the date of birth, height, color of hair and eyes, and a description of each and every firearm to be covered by such permit, including caliber, make, model and serial number.
(2) The completion of fingerprints by the Police Department.
(3) The submission of a 3" by 5" photograph of the applicant taken within the past 12 months.
(4) Stated reason the permit to carry a firearm is needed.
(C) Background investigation done. Upon receipt of the application, the Chief of Police shall make a background investigation of the applicant.
(D) Conditions for grant of permit. The background investigation shall be deemed satisfactorily completed if the applicant:
(1) Is over the age of 21 years.
(2) Has not been convicted of a felony or other crime of violence under the laws of this state or any other jurisdiction.
(3) Has not been convicted of any offense, excluding traffic offenses, involving the applicant's use of intoxicating beverages or drugs.
(4) Has not been hospitalized for attempted suicide or mental or emotional conditions involving the use of alcohol, hallucinatory chemicals or drugs.
(5) Has a regular occupation or personal hazard requiring the possession of firearms.
(E) Council may grant permits. In the event any applicant shall be denied a permit on the basis of the background investigation, such applicant may apply to the City Council for the issuance of such permit provided that:
(1) Any conviction of a felony or crime of violence shall not have occurred within five years.
(2) The applicant can demonstrate by medical or character testimony that his or her possession of firearms will not constitute a hazard to public safety.
(3) The applicant shall prove a hazard requiring his or her carrying of firearms.
(4) The application shall be in writing and received by the City Clerk-Administrator not later than three days before the regular scheduled Council meeting time.
(F) Revocation of permit. A permit issued to any person shall be revoked by the Chief of Police at any time if such person becomes ineligible for such permit for any of the reasons set forth in this section. In the event a person issued a permit for occupational purposes changes occupation, that occupational designation shall be amended.
