§ 70.10 OBSTRUCTION OF PUBLIC STREETS AT RAILWAY CROSSINGS.
   It shall be unlawful for locomotives and railway rolling stock, whether or not connected to locomotives, to obstruct railway crossings of public streets in the city for in excess of 15 minutes.
