Upon receiving the consent and approval of the State Department of Public Health and until further direction of the City Council, the Water Department is hereby authorized and directed to provide the means and to proceed with the introduction of approximately one part of fluorine as fluoride to every 1,000,000 parts of water by weight being distributed in the water supply system of the city.
