(A) Office created. There is hereby created the office of Superintendent of Waterworks, an executive office of the city. The Superintendent of Waterworks shall be appointed by the Mayor by and with the advice and consent of the City Council.
(B) Duties. The Superintendent of Waterworks shall have charge of the operation and maintenance of the municipal water system.
(C) Employees. All officers or employees assigned to the Department of Water Works shall perform their duties subject to the orders and under the supervision of the Superintendent of Waterworks.
(D) Property. The Superintendent of Water Works shall be the custodian of all tools and property of the city pertaining to the municipal waterworks and shall be responsible for the care and custody of the same.
