It shall be the duty of the owners and occupants of every residence, building or other structure in the city to have placed thereon, in a place visible from the street, figures at least three inches high, showing the address number of the residence, building or other structure thereon. Address numbers may be permanently affixed to residence, building, mailbox or post, by a sign or by painting them thereon, nearest to the building’s side facing the street which is identified in the city numbering chart.
