The Superintendent of Public Works or his or her designate is hereby authorized, with the consent and approval of the City Council, to demolish, repair or cause the demolition or repair of dangerous and unsafe buildings, uncompleted buildings or abandoned buildings within the city limits in accordance with applicable law.
