All operation of and the conduct of a raffle shall be under the supervision of a single raffles manager designated by the organization. The manager shall give a fidelity bond in such sum as is determined by the city in favor of the organization conditioned upon said manager’s honesty in the performance of his or her duties. Terms of the bond shall provide that notice shall be given in writing to the city not less than 30 days prior to its cancellation. The city may waive this bond requirement by unanimous vote.
