None of the above and foregoing sections in this subchapter shall apply to public shows, theatricals or other amusements held, conducted or sponsored by nonprofit civic organizations located within the city, nor shall the sections of this subchapter be construed to apply to public shows or exhibitions of a musical or educational nature under the auspices and conduct of residents of the city.
