(A) The Park and Recreation Board of the Town of Kouts shall consist of not less than four members. The Board of Park and Recreation shall consist of not less than four resident freeholders, all of whom shall be qualified for membership on the Board by an interest in and knowledge of social and educational value of parks and recreation; provided, however, that members of the Town Council of the Town of Kouts shall not be eligible to serve as members of the Park and Recreation Board.
(B) The Park and Recreation Board shall be appointed by the Town Council of the Town of Kouts for terms of four years from the first day of January of the year of their appointment or until their successors are appointed, except that initial members of the Board shall be appointed one for one year; one for two years, one for three years, and two for four years; thereafter, the Town Council shall annually appoint one or two members as may be required to fill vacancies occurring on the Board. Vacancies occurring otherwise than by expiration of term shall be filled in the same manner as original appointment and for the unexpired term. Members shall serve without pay.
