A Town Engineer shall be appointed by the Town Council on January 1 at 12 noon of each year hereafter, to serve at the pleasure of the Board. He or she shall attend Town Board meetings on request of the Board. Compensation shall be paid on an hourly or project basis as the circumstances require and as agreed upon by the Town Council and the Town Engineer prior to the commencement of the activity.
