§ 30.04 OPENING OF MEETINGS.
   The President of the Town Council shall take the chair at the precise hour fixed for the opening of the meeting, shall immediately call to order and, on the appearance of a quorum, shall direct the Clerk- Treasurer to read the minutes of the preceding meeting, unless the reading of the minutes be dispensed with.
