§ 153.076 UTILITIES.
   (A)   Every lot in a subdivision shall be capable of being served by utilities, and the necessary easements shall be provided. Electric, gas and other utility distribution lines shall be installed in the rear utility easement or within properly designated platted easements, designed to reach the rear utility easements.
   (B)   Municipal utilities, storm sewers, sanitary sewers and water lines shall be run in the street right- of-way and to the fullest extent possible underground utility lines located in the street right-of-way shall not be installed beneath existing or proposed paved areas and in any case shall be installed prior to the placement of any paving.
      (1)   Water service shut-offs (buffalo boxes) shall not be placed in sidewalks, curbing or driveways.
      (2)   All utilities shall extend to the end of the subdivision, with shut-off valves and manhole covers within dedicated rights-of-way and easements, so that there will always be access to such utilities.
