The purposes of this chapter are:
(A) To regulate the construction, placement and modification of communications facilities;
(B) To preserve the aesthetic character and minimize the land use and visual impacts in the Kouts community from uncontrolled sprouting of communications facilities;
(C) To consistently and fairly permit the construction, placement and modification of communications facilities;
(D) To provide the community with the benefits from new technological advances in communications;
(E) To promote front-end and long ranging planning with communications service providers as needs and technologies change; and
(F) To protect the public health, safety and general welfare of the community.
