If the applicant's character and responsibility are found to be unsatisfactory, the Chief of Police (Town Marshal) shall endorse on such application his or her disapproval and his or her reason for disapproval, and return the application to the Clerk-Treasurer, who shall notify the applicant that his or her application is disapproved and that no license will be issued.
