The zoning regulations as herein established have been made in accordance with a comprehensive plan for the purpose of promoting public health, safety and general welfare within the corporate boundaries of the city. These regulations have been specifically designed to:
A. Implement the goals and policies of the comprehensive plan;
B. Secure safety from fire and to protect life and property in areas subject to natural hazards and disasters;
C. Consider public safety for motor vehicles, pedestrians and nonmotorized vehicles;
D. Protect the source of the city's drinking water supply from contamination;
E. Avoid undue concentration of population and the overcrowding of land;
F. Balance development with adequate open space and setbacks, and provide reasonable development standards and limitations, in order to preserve natural amenities, including, but not limited to, air quality, water quality, ambient light and noise, for the benefit of all property owners and residents;
G. Ensure the development of land is commensurate with the physical characteristics of the land;
H. Ensure that important environmental features are protected and enhanced; and
I. Facilitate the adequate provision and coordination of public services and facilities. (Ord. 201, 11-15-2013)
