5-7-1: DEFINITIONS:
Words not defined herein shall be given the meaning ordinarily applied to such words.
COLLECTOR: The person holding a license or contract with the city or employed by the city and thereby authorized and designated by the city to collect, handle, transport and dispose of refuse and wastes.
INSPECTOR: The authorized employee or employees of the city or some individual designated by the city council as having the duty of the enforcement of this chapter.
OWNER AND OCCUPANT: May be used interchangeably, and shall mean every person in possession, charge or in control of any dwelling, flat, rooming house, or any eating place, shop, place of business, manufacturing or business establishment where solid waste is created or accumulated.
SOLID WASTE: Any garbage or refuse, sludge from a waste water treatment plant, water supply treatment plant or air pollution control facility and other discarded material including solid, liquid, semisolid or contained gaseous material resulting from industrial, commercial, mining and agricultural operations and from community activities, but does not include solid or dissolved materials in domestic sewage or solid or dissolved materials in irrigation return flows or industrial discharges that are point sources subject to federal permit or source, special nuclear or byproduct material as defined in the atomic energy act. For purposes of this chapter, "solid waste" shall not include those listed as exceptions in Idaho Code 39-7403 under the definition of "solid waste". (Ord. 14, 5-7-1963; amd. 2005 Code)
