3-1-2: MOBILE AND/OR MANUFACTURED HOMES:
   A.   Purpose: This section is adopted by the city in order to ensure the residents of the city affordable, healthy and safe housing.
   B.   Definitions:
 
INSTALLED:
The placing of a mobile home, by any means, anywhere within the incorporated limits of the city, including placing the mobile home on the ground, on blocks, on a cement foundation, on a trailer or on any other foundation.
UNIT:
Transportable, factory built residential dwellings, commonly known as mobile homes and/or manufactured homes.
 
   C.   Regulations:
      1.   Units fifteen (15) years or older may not be installed within the incorporated limits of the city.
      2.   Installation of units shall be limited to one (1) unit per fifty feet (50') width of a lot except in designated mobile home parks.
      3.   Units existing within the incorporated limits of the city prior to adoption of this section may continue in use at the site they occupy on said passage date but may not be used at another site within the incorporated limits of the city.
   D.   Violation; Penalty: A person who violates the terms and provisions of this section shall be deemed guilty of a misdemeanor and shall be punished as provided in the general penalty in section 1-4-1 of this code.
      In addition to the above fine, said person shall have ten (10) days to remove the unit in violation from the city limits. If the unit is not removed within ten (10) days of the date the person pleads guilty or is found guilty, the city shall remove the unit at the expense of the guilty party.
      The cost of abatement/removal, together with administrative costs, shall be calculated, and if not paid within thirty (30) days of the date of abatement, shall become a lien upon the property pursuant to Idaho Code 50-334 and 50-1008, and shall be transmitted to the tax collector for collection.
