(A) Any petitioner may submit a sketch plan to the Plan Commission for an informal conference to discuss the existing conditions of the site and the proposed development thereof.
(B) No later than 21 days after the Plan Director has received the sketch plan and other data, it shall return a copy of the sketch plan to the petitioner with recommendations as to the design and planning for the subdivision.
