When this chapter conflicts with private covenants, private contracts, commitments, permits, agreements, state laws, federal laws or other regulations that apply to a structure or parcel of land, the most restrictive provision shall control. However, the Kokomo Plan Commission can only enforce this chapter and commitments made to the Plan Commission. It is not the responsibility of the Plan Commission to seek out the most restrictive regulations, and the Plan Commission may issue permits based the city's ordinances and rules of procedure.
