Except as may be otherwise provided pursuant to the provisions of state law, the Plan Commission shall be composed of nine members who are selected as follows:
(A) One member selected by the Common Council from among its membership.
(B) One member selected by the Board of Park Commissioners from among its membership.
(C) One member of the Board of Public Works and Safety, or its designated representative.
(D) The City Civil Engineer.
(E) Five citizen members appointed by the Mayor, with not more than three of them being members of the same political party.
