Except as may be otherwise provided by the Federal Energy Administration, every owner or operator of a dwelling containing three or more dwelling units, in which all habitable rooms, including bathrooms, are heated by facilities maintained or operated by the owner or operator of the dwelling, shall maintain such rooms at a minimum dry bulb temperature of 68°F., at a distance of three feet above the floor level whenever the outside dry bulb temperature is below 55°F.
