No demolition permit shall be issued unless the applicant for same posts a bond or other surety in an amount sufficient to guarantee the workmanlike completion of the demolition operation including the removal of debris and the elimination of all health and safety hazards. However, no bond shall be required of the owner of a residential structure, or a structure which is appurtenant to a residential structure who is performing his own wrecking on that structure or appurtenant structure.
