The City Civil Engineer shall issue a building permit on written application and after the applicant has submitted clear and understand- able plans or specifications of work to be undertaken, provided that the plans conform to all applicable building regulations and the construction will not violate any other ordinance. In addition, a copy of a design release, issued by the State Building Commissioner and the State Fire Marshal pursuant to IC 22-15-3-1, shall be provided to the Building Commissioner before issuance of a permit for construction covered by such design release.
