No person shall discharge any firearm within the municipal limits of the city. However, this section shall not apply to:
(A) Any military unit performing military duties;
(B) Any police officer while in the discharge of his duty;
(C) Any police or military organization, while the members of such organization are engaged in practice on a safely and properly conducted indoor range which meets all applicable state and federal licensing requirements, health and safety regulations, or other applicable legal requirements;
(D) Any safely and properly conducted indoor range which meets all applicable state and federal licensing requirements, or other applicable legal requirements. Provided that, the location of such range shall also meet all applicable zoning regulations as those regulations are set out elsewhere in this code;
(E) Any person acting in defense of his own life or the lives of others.
