A permit issued pursuant to this chapter may be withdrawn by an enforcement officer at any time if it is shown that the dumpster has been located in a materially different site than the one identified in the permit, or should it appear that the dumpster presents an obstruction to vehicular or pedestrian traffic. Revocation will be subject to rights of appeal as hereinafter provided.
