All taxicab owners or operators shall be free to charge such fares as they deem reasonable, provided, that they shall notify the City Controller of any changes in the fares from those stated in the applications for their taxicab licenses, and provided further that the Common Council reserves the right to regulate the fares if it should deem them to be unreasonable.
