§ 114.23 HEARING; NOTICE.
   (A)   When an application is filed for a massage establishment permit, the Chief of Police shall fix a time and a place for a public hearing, which shall be held and at which the applicant may present evidence on the question of his application.
   (B)   Not less than ten days before the date of such hearing, the Chief of Police shall cause to be posted a notice of such hearing in a conspicuous place on the property in which or on which the pro- posed massage establishment is to be operated or shall publish notice of the hearing in a newspaper having general countywide circulation at least five days prior to the date of such hearing.
