§ 114.13 PATRONS TO BE COVERED BY TOWELS, CLOTHS, OR UNDERGARMENTS.

The private parts of a patron of a massage establishment shall be covered by towels, cloths, or undergarments when in the presence of an employee, masseur, or masseuse, and any contact by the masseur or masseuse with a patron's genital area shall be unlawful.
