Except as may be otherwise provided, any person aggrieved by the action of any city official in denying a license shall have the right to a hearing before the Board of Public Works and Safety on any such action, provided a written request therefor is filed with the City Controller within ten days after receipt of notice that the license shall not be granted or renewed.
