(A) A Cable Governmental Access Television Administrative Board shall be established, consisting of five voting members appointed as follows:
(1) Three members shall be named by the Common Council;
(2) One member shall be named by the Mayor; and
(3) One member shall be named by the Board of Public Works and Safety.
(B) Each member appointed by the Common Council must be approved by a two-thirds vote of all elected members of the Common Council.
