It is made the duty of all officers and employees of the city to report the existence of nuisances to the enforcement authority. The enforcement authority, or any other municipal employees so designated by the Board of Public Works and Safety, shall be authorized to visit, enter into or upon any building, lot, grounds, or premises within the limits of the city for the purpose of ascertaining and discovering any nuisances and to make examination thereof.
