§ 98.04 WHEN PROGRAM TO GO INTO EFFECT.
   The provisions of this chapter shall become applicable only upon and after the passage of a resolution by the Board of Public Works and Safety, made in open session, establishing a date certain upon which a recycling program shall commence. The provisions of this chapter shall continue to be applicable only during the term of any such recycling program.
