§ 98.02 AUTHORITY TO ESTABLISH AND IMPLEMENT PROGRAM.
   (A)   Pursuant to authority granted by this chapter, the Board of Public Works and Safety of the city is authorized to establish and implement a program for the special collection of recyclable materials within the city, subject to the terms and conditions of this chapter. The Board of Public Works and Safety is authorized to establish and implement such a program for all, or a portion, of the households in the city served by the city waste collection service. The number and location of the households for which special waste collection service is provided may, from time to time, be adjusted by the Board of Public Works and Safety.
   (B)   The Board, or its designee, is also authorized to designate those recyclable materials which will be collected as part of a recycling program. The list of recyclable materials may, from time to time, be amended. Only materials so designated are to be placed in receptacles to be provided by the city for special collection.
