Any property owner who improves any sidewalk which adjoins or fronts on his property shall, before so doing, file a surety bond approved by the Board of Public Works and Safety with the city. The bond shall be conditioned on the performance of the work in a good and workmanlike manner to the approval of the City Civil Engineer according to the specifications made and stakes set by the Engineer and in accordance with the plan for such improvements.
