It shall be unlawful for any person who may have prosecuted any work or caused or permitted any work to be done under a permit to dig or trench in any street, alley, sidewalk, or other public place, to neglect to remove any obstruction to the free use of any such street, alley, sidewalk, or other public place occasioned by such work, within 48 hours after the condition of such work will permit traffic over the same.
