(A) Scavenger waste disposal sites within the city are required to accept only scavenger wastes generated within the municipal limits of the city or within the limits of Howard County, subject to the limitations set out in division (B) of this section.
(B) Scavenger waste will be accepted only from persons who are in full compliance with the provisions of IC state law, as that act now exists, and as it may from time to time be amended.
(C) The Superintendent of the Municipal Sanitation Utility, or his designate, is authorized to establish such classes of scavenger waste that will not be accepted for disposal at scavenger waste disposal sites within the city as are necessary to prevent over-loading of the capacities of the city sewage system.
