§ 95.73 SUPERVISION.
   (A)   The Superintendent of the Municipal Sanitation Utility, or his designate, shall have supervisory authority over the disposal of scavenger wastes at scavenger disposal sites within the city.
   (B)   The Superintendent of the Municipal Sanitation Utility is authorized to establish rules, regulations, and procedures for the operation of scavenger waste disposal sites within the city.
