No person shall be required to obtain a disposal permit under the provisions of this subchapter who is engaged in the filling of low ground with earth, bricks, broken concrete or concrete blocks, lath, plaster, pulverized glass, ceramic material, and disassembled wood crates and other similar materials, provided none of the fill materials contain either rejected food waste, paper, rags, plastics, and tin cans or hazardous materials.
