§ 95.29 COMPLIANCE REQUIRED FOR PERMIT.
   Only those persons who comply with the provisions of this subchapter shall be entitled to receive, retain, or renew any permit required by its provisions, but no such permit or renewal thereof shall be denied on arbitrary or capricious grounds.
