§ 95.03 SOOT; ABATEMENT.
   (A)   No person shall cause or allow the escape or emission from any stack into the open air of such quantities of soot, cinders, dust, dirt, fly ash, lint, chaff, mists, vapors, obnoxious odors, noxious acids, fumes, or gases, in such place or manner as to cause injury or detriment to persons, or the public, or in such manner as to cause injury or damage to business or property.
   (B)   The Chief of the Fire Department is authorized to abate all violations of division (A) above.
   (C)   All persons violating division (A) above, or participating in any such violation, either as owners, proprietors, lessees, agents, tenants, managers, superintendents, engineers, firemen, or janitors, or otherwise, shall severally be liable therefor and subject to the penalty provided by this chapter.
