Whenever a duly authorized member of the Fire Department determines by inspection that a violation of this chapter or a hazardous condition exists upon any premises within the city, the person making such determination shall issue such orders as may be necessary for the enforcement of fire safety laws and ordinances governing the same and for safeguarding of life, environment and property from fire and explosion.
