(A) It shall be unlawful for any person to drive any vehicle over and on a street or within a school zone at a speed greater than 25 m.p.h. when children are present.
(B) The streets within one city block and passing any elementary, secondary, university or parochial school in the city are designated as school zones.
(C) In addition to the areas identified in division (B), the following areas are also considered school zones:
