The owner or proprietor of any business establishment in any public place is authorized to utilize the area immediately adjacent to his loading dock or rear service entrance for the purpose of loading and unloading delivery trucks, service vehicles, or other vehicles used in the conduct of his business and is further authorized to utilize the area adjacent to any entrance to load or unload customer vehicles where bulky or heavy merchandise must be handled, the driver of a customer vehicle must attend the vehicle while the merchandise is being loaded or unloaded.
