(A) The fee prescribed by this subchapter shall be charged in all cases where a request is made to an officer of the city, by a qualified individual, requesting a photocopy of police accident reports compiled as a result of traffic accidents which are the subject of Police Department investigations.
(B) The fee prescribed by this subchapter shall not be charged in cases where the request for an accident report is made by another unit of government.
