There are hereby established within the executive branch of the city the following city executive departments:
(A) Department of Law
(B) Department of Finance
(C) Department of Human Resources
(D) Department of Development
(E) Department of Engineering, Traffic, and Inspection Services
(F) Department of Aviation
(G) Department of Public Works and Safety
(H) Department of Economic Development
