The purpose and duty of the Community Arts Commission shall be as follows:
(A) To stimulate and encourage an appreciation of and partici- pation in the fine arts by citizens of all ages in the community.
(B) To sponsor and develop artistic activities and educational programs designed to stimulate and encourage the fine arts.
(C) To foster an environment conducive to enjoyment of the fine arts.
(D) To cooperate with various private bodies, groups, and individuals, in efforts to encourage participation in, and the growth of, the fine arts in the community.
