A person shall be deemed to have denied the violation if that person notifies the Bureau of a denial, if there is a failure to pay the fine, or if there no response to the violation. If there is a denial of the violation, the Bureau shall forward the alleged violation to the City Attorney for review. If the City Attorney deems it appropriate to pursue the matter, it shall be filed in a court having jurisdiction to hear such cases.
