The Bureau shall have authority to accept admissions of responsibility for municipal civil infractions for which a municipal ordinance violation citation has been issued and served, and to collect and retain the civil fine/costs for such violations specified pursuant to this or any other applicable ordinance. The Bureau shall not accept payment of fines/costs from any person who denies having committed the alleged violation. The Bureau shall not determine or attempt to determine the truth or falsity of any alleged ordinance violation. The role of the Bureau shall be limited to either accepting an admission and payment, or a denial of the violation to be forwarded to the City Attorney.
