It is the intent of the Common Council of the city, that this chapter provide a comprehensive regulatory program for rental housing within the city. Provisions of this chapter are to be interpreted to be compatible with all other ordinances of the city, whether in effect as of the date of the adoption of this chapter, or thereafter adopted. When this chapter conflicts with other ordinances, private covenants, commitments, permits, agreements, state laws, federal laws, or other regulations, the greater restriction shall control.
